Here is the recipe for this guy.

Rise of Cobra - Cobra Commander head
Pursuit of Cobra - Snake Eyes spin-kick torso
25th Ann. G.I.Joe - Cobra B.A.T. arms
POC - Cobra HISS tank driver legs
VC Star Wars - Gen. Grievous feet
torso armor comes from a 25th Ann. Wraith Mercenary
belt is from a Darth Vader

the paint was pretty simple actually. I used flat black acrylic paint with Citadel Chainmail drybrushing.
