I agree with AFE.  I love my Citadel paints.  More costly than the hobby shop stuff, but much better to work with.

Scratch building is different from sculpting. Though technically I guess it's a form of sculpting. Basically you find a suitable head, then find a piece to use as the visor things he wears, and then paint it. Scratch building=using pre-existing items/bits to create a totally unique item.

Heres the wip shots of Jerec I decided a Ralph Mcquarrie concept Obi Wan would make a suitable base head for him, just need to buy one....how ever I cant decide what shoulder pads I would rather use
or something closer with the chest plate like this?

Looking good so far and both shoulder pad set ups look good to me. You should post a reference pic of the character you are trying to make . That would help us give the advice you are looking for.

So this is a very easy quick (and kinda lazy?) custom, I took a GI Joe Airtight and I thought he looked like a starpilots body so I swapped the head with a GI Joe SciFi. I'm not going to repaint it cuz I liked the factory colors and it works for Star Wars.

 And for the nay sayers that it doesn't work for Star Wars I have him in Rebel pilot helmets to show it works...
