I basically built a housing over the ribbed structure you see here, drilled a whole through it, and forced a length of styrene tubing through the holes.  There is enough tension there  between the tube and the path through which it is forced through to allow it to keep its position up or down.  I then glued the ends of the tubing to the understructure in place.  It's basically being kept in place through the tightness of the fit.  It may wear out over time, but it works like gangbusters now.

Nice work! I always wondered why it was never actually made.

Does anyone know a good place to buy sheets of styrene at a non wallet-killing price. The local place I would pick it up shut down.  >:(

Looks so promising.  The design is professional level, and your execution is great so far.   What a great toy this could have been.  Can't wait to see more progress.
