In effect, he's just a kitbash.
The main figure is a Resolute Duke straight out of the blister. I removed the non-working holster on his left thing, though and put a double magazine pouch there. Since most people are right handed, I gave him a tactical holster on the right thigh.

Here's the complete receipe:

Basic figure - Resolute Duke
head - 25th Outback
tac vest - POC Beachhead
scarf - POC Dusty cape fabric
shotgun - BBI Navy SEAL
HK MP7 - POC Beachhead
pistol - some ROC figure
tac holster - some BBI figure
leg ammo pouches - some BBI figure
knife on shoulder sheath - Resolute Duke
knife on back sheath - POC Beachhead

That's one serious kitbash, V!  Very nice work on him.  Any suggestions or warnings/trouble-spots on the ROC/POC figs for those of us looking at following down that path?

I love the ROC/POC figures.
They are nicely sculpted, come with tons of accessories (which is always a plus) and are great for custom work.

Cool custom! Only I don't think that's a shotgun bro. It looks like a 300 Winmag bolt-action sniper rifle. That's what the Marine Corps uses. Keep up the good work.

Of course, the Desert Battle Outback does not hold a shotgun.

Thanks to Clonehead for sending me some custom material. Some parts went into this figure which I kitbashed yesterday: a GI Joe Resolute Stuart "Outback" Selkirk.
Outback is one, if not my most, favorite Joe and I had to make him look more badass.
Other parts are going into my recent Star Wars custom figure project, a Sector Ranger, unsung hero of galactic law enforcement.
Stay tuned for the Ranger, but for the time being enjoy Outback:
