The base was really easy; I used Woodland Scenics "soft flake" snow...
The process is simple, just spread a thin layer of white glue on a wooden base and sprinkle on a layer of scenic snow... allow that to first layer dry overnight as that's going to act as the foundation for the subsequent layers of snow. Then sprinkle on another layer of snow and soak it down with a 50/50 mix of white glue and water; keep repeating the layers until you have the snow depth you're looking for. Fix the model in place before adding the final few layers of snow to "sink" the model into the snow. You can achieve a snow drift effect by tilting the base when you apply the snow. I simulated a hard-packed, crunchy kind of snow by working the dry snow with a brush before fixing it in place with the glue/water mix. If you're trying for a really deep snow pack (1/2" or more) I'd suggest spreading the work over a few days to allow the glue to dry between layers, otherwise the snow gets kind of sodden and the glue will want to run all over the place.
